Half City

After a nuclear reactor went off 60 years ago, most of life on Earth dwindled greatly. Some survivors moved to once very populated cities and made homage, eventually giving birth to these mutant young who now rule the mostly empty streets. Once a while, you'll see a government vehicle driving through looking for any signs of life other than animals that also populate, but for the most part the mutant species is adapt to hiding to avoid detection. Most of the tall buildings have fallen, but a few provide homes for the outcasts race. Ideal for mutants with flying, and extreme jumping powers.
